New regulatory requirements for .ru, .рф, and .su domains are being introduced in Russia under Federal Law No. 569-FZ, bringing changes to how Domain registrants will be identified and how Domains can be managed.

The new framework requires registrants to complete identification through the Gosuslugi (ESIA) portal, and Domain registration will be handled by registrars included in the relevant approved list.

Updated Transition Timeline

The transition will not happen immediately for all registrars. According to the current guidance, registrars can continue operating under the existing rules — including without mandatory ESIA identification — until they are included in the approved registrar list or until January 18, 2027, subject to the applicable transition arrangements.

Once a registrar moves to the new framework, identification will become important for activities such as:

  • Registering new domains
  • Renewing existing domains
  • Updating DNS/name servers
  • Changing registrant details

This makes it important for businesses to review their .ru domain portfolios and plan ahead.
